CounterTerrorism
has been defined as "any act
intended to combat, control or
resolve Terrorism."
Terrorism,
in turn, has been defined as:
"Any
violent act against persons or property to intimidate or coerce a
government, the civilian populations or any segment thereof, in
furtherance of political or social objectives."
(Another
school of thought states that Terrorism is "any act that terrorizes a
person or people." The objective need not be political or social.)
AntiTerrorism,
often used as a synonym for CounterTerrorism, is actually quite
different. CounterTerrorism is proactive. It entails using "active
measures... which incorporate the direct intervention of terrorists
groups or the targeting and assassination of terrorist personnel."
AntiTerrorism
is passive in nature. It utilizes "Passive and defensive measures...
such as education, foreign liaison training, surveillance, and
countersurveillance, designed to deter terrorist activities." Both
CounterTerrorism and AntiTerrorism rely on timely and accurate
intelligence.
One
option to use force involves large-scale military action. This is
usually used as retaliation bombings or hit-and-run incidents where
there is little chance of intervention. It can also be used in the
counterterrorist role as a preemptive strike to destroy terrorist
hideouts and facilities. This option is less risky to friendly forces.
However, it is not effective when it comes to intervening during
scenarios such as hostage taking. If a covert or deniable reply to
terrorism is required, large-scale military operations are impractical.
Another
option addresses these issues. It requires specially trained military
or police units to intervene during hostage situations. Such units can
be used to conduct covert operations without the risk of compromise
associated with large-scale military actions. These are called
CounterTerrorist Units. They are also referred to as Hostage Rescue
Units, although this refers to only one of the many functions of such a
unit.
"Special
Operations units, or SpecOps units, are units that have been tasked
with special missions that are out of the scope of regular military
units. These missions require special tactics, skills and people that
are not found in the regular military. Examples of these missions are CounterTerrorism, direct action (assaults and raids),
special reconaissance, search and rescue, training foreign fighters,
and various other operations behind enemy lines. SpecOps units are also
much smaller in size and operate in smaller groups (usually 4 to 12)
than conventional units."
It is from these
elite
units that our company derived it's name, for reasons that will become
apparent.
